Request to submit evidence for a chargeback

Submits a request to attach evidence to a chargeback. The evidence will be processed asynchronously; the request will return immediately with a submission ID, and the evidence will be submitted in the background, the process will take up to 24 hours to complete, depending on the payment processor.
